Data Collection for the CENR Data Hub through the Initial Development Phase of the SLM-MRV System

Client: United Nations Development Programme (UNDP)

Period: July – December 2026

Project description

Stylos Consults Co. Ltd. was engaged by the United Nations Development Programme (UNDP), in collaboration with the Rwanda Forestry Authority (RFA) and relevant national institutions, to provide geospatial technology and environmental data management support for the development of the Centralized CENR Data Hub and the initial Sustainable Land Management Monitoring, Reporting and Verification (SLM-MRV) system. The assignment involves updating Rwanda’s National Forest and Tree Cover Map 2026, including individual trees outside forests, conducting nationwide terrace inventory and mapping, and applying remote sensing, GIS, high-resolution satellite imagery, field validation, and spatial analysis. Stylos Consults is also developing standardized SLM-MRV methodologies, semi-automated geospatial processing workflows, and a conceptual architecture for integrating environmental datasets into the CENR Data Hub. The engagement further covers data and systems diagnostics, quality assurance and validation, technical reporting, development of SOPs and training materials, and capacity building for national technical staff. The assignment will deliver validated national forest, tree-cover, and terrace spatial datasets, technical reports, reproducible GIS workflows, institutional data-system assessments, and the technical foundations required for sustainable environmental monitoring, reporting, and evidence-based land management in Rwanda.
